In other words, if your buyer is a concealed carry permit holder, then they already have what they need to buy a firearm in North Carolina.

Retail stores are usually simpler and most places do not differentiate between an FFL or any other type of retail store when it comes to zoning and permits. While some may like it, your local planning office or the people who issue business licenses can give you the details for your area.
The ATF requires that, before receiving a North Carolina FFL, you be fully capable of operating the type of FFL you are applying for. Local license approval for a retail store or small home network may be easy to obtain, but a manufacturer or importer may have to meet more stringent requirements, and ammunition manufacturers may have to overcome even more regulatory hurdles and of security.
